2013 Constitution
Article I: Organization Name
The name of the organization shall be Child Life Club.
Article II: Purpose Statement
It shall be the purpose of the Child Life Club to provide educational and volunteer opportunities, leadership experiences, and fellowship for Illinois State University Graduate and Undergraduate students interested in the profession of Child Life. The Child Life Club will provide members with the opportunity to participating in hands-on Child Life activities and to learn more about various pediatric illnesses and medical procedures. Members will gain practical experience through Child Life activities, fundraising for local Child Life Programs, and providing community outreach programming.
Article III: Membership and Eligibility Criteria
Section A:
1. Membership is open to any enrolled Undergraduate or Graduate student of Illinois State University with an interest in the Child Life profession.
2. Members shall maintain good standing membership throughout each semester Fall/Spring:
a. Membership Dues paid by the end of September and February of each year or by the end of the third club meeting, whichever is the latter.
b. Attendance of three (3) club meeting per semester, Fall & Spring
3. Members-at-large standing is available to members who are off campus for one (1) semester, and maintain Member-at-large good standing:
a. Membership Dues paid by the end of September and February of each year or by the end of the third club meeting, whichever is the latter.
b. Participating in voting & club business via email throughout semester off campus
Section B: Membership is open to any non-ISU student who:
1. Is an alumnus of Illinois State University (Bachelors or Masters Degree) who is a Child Life professional, advocate of Child Life, or is an ISU alumni employed in a related field.
2. Is a Child Life Club member in good standing (i.e. dues & meeting attendance)
Section C: Dues and collection procedures
1. The fiscal year of the organization, shall be from August to May (one [1] Academic Year, does not include summer semester).
2. The amount of annual dues shall be determined each year by executive board vote, reflecting the needs of club members and club expenses.
3. Dues shall not exceed $50.00 per year; dues shall not exceed $25.00 per semester.
a. In the fall semester, members will have the option of paying dues for one semester (fall) or paying for both the fall and spring semester’s dues together. Dues shall not exceed $50.00 per year (for fall and spring dues combined).
b. In the spring semester, members have the option of paying dues for the spring semester.
4. The disbursement of dues shall not be based on race, creed, religion, sex, or national origin.
Section D: Grounds for Membership Termination
1. The organization and its members agree to adhere to city, state, and national laws, to the
Student Code of Conduct, and the RSO Handbook – any member found violating this may be removed from the organization.
2. A member may be removed for behaviors and/or actions that are unbecoming to the Child Life profession and/or the Child Life Club. This shall be at the discretion of the Child Life executive board or the Child Life Club Advisor.
Section E: Removal of membership procedures
1. Any member may have their membership revoked by a two-thirds vote of the Executive
Board. If this occurs, any member removed may appeal to the general membership. Said member shall be considered reinstated with two-thirds approval of the members. If a member has their membership revoked by the Child Life Club Advisor, this decision is final and membership cannot be reinstated at any time.
Article IV: Voting
Section A: A quorum will be fifty percent (50%) of the members in good standing, must be present before the members can conduct valid business regarding Child Life Club. If 50% of the members are not present for a vote regarding positions of the executive board, the current executive board president shall appoint positions as he/she sees fit. If a quorum is not present for a vote regarding club business other than positions of the executive board, the current executive board shall represent the club and vote on the specific issue(s).
Section B: Each member in good standing may vote.
Section C: Proxy voting is allowed by Child Life Club members in good standing via email to current Child Life Club president, who shall determine time frame that proxy votes will be eligible.
Article V: Officers
Section A: The Child Life Club shall have a President, Vice President, Secretary, Treasurer, Public Relations, and Advisor. These officers, together with any permanent chairs the President may appoint (Undergraduate Representative, Membership Recruitment & Fellowship, Fundraising Coordinator), comprise the Executive Board.
Section B: All officers must be members in good standing of Child Life Club and currently enrolled within Illinois State University as students with Sophomore-, Junior-, Senior-, or Graduate-level status. In order to hold the office of Vice President or President, a student must have Junior-, Senior-, or Graduate-level status within the Department of Family and Consumer Sciences.
Section C: The Advisor must be a full time faculty or staff member within Illinois State
University.
Section D: The term of office shall be from August to December (Fall Semester) and January to May (Spring Semester). No member in good standing shall hold an executive officer position for more than one full academic year (Fall and Spring or Spring and Fall) in the same position. Members may hold an executive officer position for more than one year but may not hold any one elected or appointed position for more than 2 semesters.
Section E: Election of officers shall be held Fall and Spring semesters yearly. At least two weeks notice shall be given before the election meeting. Nominations shall be initiated from the floor and elections done by ballot. The person receiving majority vote will be elected. Voting may be conducted via an email to all members in good standing if deemed necessary by the executive board.
Section F: Any officer may be removed from membership by a two-thirds vote of the
Executive Board. Any officer removed may appeal to the general membership. Said
officer shall be considered reinstated with two-thirds approval of the members. If an executive board member has their membership revoked by the Child Life Club Advisor, this decision is final and membership cannot be reinstated at any time.
Section G: Any vacancy which may occur in an office shall be filled by appointment by
the president pending ratification at the next group business meeting.
Article VI: Duties of Officers
Section A: The President
1. The president shall be the chief executive officer.
2. The president shall appoint all committee chairpersons.
3. The president, with approval of the executive board, directs the budget.
4. Vacancies in offices will be filled by appointment of the president with approval of the executive board.
5. The president will conduct board and general Child Life Club meetings.
6. The president will be responsible for seeking out opportunities for collaboration with other Illinois State University organizations and community partnerships. The president shall be the contact with said organization(s) or person(s).
7. The president will represent Child Life Club in campus and community events presented by the Child Life Club.
8. The president will be responsible for maintaining the Registered Student Organization website that is required by Illinois State University (https://illinoisstate.collegiatelink.net/organization/childlifeclub).
Section B: The Vice President
1. The vice president shall be the parliamentarian for the organization.
2. The vice president shall assume the duties of the president should the office become
vacant or in the absence of the president.
3. The vice president will keep and have available current copies of the constitution and bylaws.
4. The vice president will be responsible for assisting the President with collaborative and community partnerships.
5. If any committee position is not filled for a term of office, the vice president shall assume the responsibilities of that position until filled.
6. The vice president shall update the club’s Facebook page.
7. The vice president will perform other duties as directed by the president.
Section C: The Secretary
1. The secretary shall be responsible for keeping the minutes of all meetings and the
meetings of the executive board meetings.
2. The secretary will provide a copy of the minutes for each officer and keep a master file. The file of meeting minutes should be available and accessible at all executive board meetings.
3. The secretary shall maintain a complete and accurate account of attendance and
membership status.
4. The secretary shall serve as the club historian. This entails keeping all club documents including meeting minutes and membership logs organized by semester and year.
5. The secretary shall write all thank you cards on behalf of the organization.
6. The secretary shall be responsible for updating the club’s website (www.childlifeclub.weebly.com).
7. The secretary will perform other duties as directed by the president.
Section D: The Treasurer
1. The treasurer shall keep a current record of all financial transactions.
2. The treasurer will be responsible for checking the accuracy of all bills and invoices and
paying them correctly and on time. This is including but not limited to disbursements.
3. The treasurer shall be responsible for informing the executive board members of the club’s financial status including monies available and spent at every executive board meeting.
4. The treasurer shall be responsible for seeking out University funding for community events or conference opportunities. They shall also be responsible for carrying out all necessary paperwork and processes involved in obtaining such funding. This is including but not limited to Opportunity Fund and Program Fund.
5. The treasurer will perform other duties as directed by the president.
Section E: The Public Relations Coordinator
1.The public relations coordinator shall work to recruit new membership and maintain existing membership for child life club through public outreach.
2. The public relations ccoordinatortor will be responsible for maintaining the Registered Student Organization website and any other website of the organization.
3. The public relations coordinator will be responsible for contacting students via various media sources about upcoming events and opportunities.
4. The public relations coordinator will perform other duties as directed by the president.
Section F: Advisor
1. The advisor shall assist the group in the execution of roles and responsibilities.
2. The advisor shall provide feedback to the organization regarding its operation and
functioning.
3. The advisor shall serve as a resource.
4. The advisor should provide advice upon request, and also should share knowledge and
expertise.
5. The advisor shall be a full time faculty or staff member of Illinois State University.
6. The advisor will be a nonvoting member of the organization.
Article VII: Group Committee Structure
Section A: The following committees shall be appointed at the president’s jurisdiction. It is not necessary that the following positions be filled each semester.
1. There shall be three chair positions available:
Membership Recruitment & Fellowship
Undergraduate Representative
Fundraising Coordinator
Section B: The duties of the standing committees shall include:
Membership Recruitment & Fellowship:
1. Committee chairperson shall work to recruit new membership and maintain existing membership for the Child Life Club. This may include but is not limited to creating a task force to arrange speaking in related University courses with permission of the instructor and hanging flyers. The chairperson shall be the main organizer of these events and the individual ultimately responsible for printing flyers related to member recruitment and fellowship.
2. Committee chairperson shall work to provide Child Life Club members with opportunities for fellowship activities for club members of good standing. This may be including but not limited to club outings, opportunities to participate in homecoming activities, etc.
3. The committee chairperson will perform other duties as directed by the president.
4. Committee chairperson shall be responsible for involving the organization in university-wide recruitment events including but not limited to Festival ISU, ISU Fall Kickoff, and Winterfest. Such events shall be the responsibility of the chairperson to register the organization, recruit members/board members to work the table, and to purchase necessary supplies for such events.
Undergraduate Representative:
1. Committee Chair person shall provide Child Life Club members with opportunities for undergraduate programming selected and voted on by all members of good standing.
2. Committee Chair person shall create and implement a task force for each event.
3. The Undergraduate Representative will perform other duties as directed by the president.
Fundraising Coordinator:
1. Committee Chair person shall provide Child Life Club members with opportunities for fundraising for charitable organizations selected and voted on by all members of good standing.
a. The fundraising coordinator shall be the primary person responsible for advertising such event(s) to club members and other members of the community. This may include but is not limited to distributing flyers or notices of the event, when applicable.
2. Committee Chair person shall create and implement a task force for each fundraising event.
3. The Fundraising Coordinator shall be responsible for organizing at least one fundraiser per semester and for planning at least one fundraiser for the subsequent semester.
4. The Fundraising Coordinator shall be responsible for notifying the recipient of the club’s fundraising efforts.
5. The Fundraising Coordinator shall be responsible for assist in planning and execution of events as directed the by Membership Recruitment and Fellowship chairperson.
6. The Fundraising Coordinator will perform other duties as directed by the president.
Article VIII: Notice of Meetings
Section A:
1. The times for regularly scheduled meetings shall be: Every other week.
2. Executive board meetings shall be: Every other week (alternate weeks of club meeting).
Section B: At least 3 days notice shall be given for each regular club meeting and executive officer meetings.
Section C: Special or emergency meetings may be called with less than 1 days notice by the executive board.
Section D: The meetings shall include a quorum, order of business, and disposition of the
minutes.
Article IX: Parliamentary Procedure
Section A: Robert’s Rules of Order Revised shall be followed by the organization in all cases involving parliamentary procedure when it does not conflict with the constitution.
Section B: The rules may be suspended by two-thirds vote of the present club membership.
This constitution shall take effect as of September 12, 2016.
